Distinguishing Attributes of the System
 

Totally Integrated. All of the components of the System are integrated into a total System which provides high quality services to the citizens and businesses of Hillsborough County.

Full Service. The System provides, to the citizens, all of those services which are normally found in a "state of the art" integrated solid waste management system and all of the services included in the solid waste management hierarchy - waste reduction; recycling; incineration; and landfilling.
County Controlled. With the exception of the recycling disposition services, the System controls all of the services provided by the System.

Public/Private Partnership. Recognizing the complexities associated with maintaining all of the technical expertise and staffing necessary to operate an integrated solid waste management system, the System makes extensive use of the private sector to provide services.

Flow Control. In spite of the recent adverse U.S. Supreme Court decision relative to flow control, unlike most communities, the System is vested with flow control protection by State legislation as well as local ordinances.

Annual Assessments. Single family residential units are annually assessed (Annual Collection and Disposal Assessment) for System curbside collection and disposition service which provides assured revenues of over $26,000,000, representing approximately 47% of the total System revenues.

Enterprise Fund Operation. The System is a total Enterprise Fund operation which means that all of the services are funded from the revenues of the System. This allows customers to identify with the true costs of operating the System.

Solid Financial Foundation. Long term operation as an Enterprise Fund and conservative fiscal management have resulted in a strong financial foundation as demonstrated in the Financial Overview of this document.

Full Accounting of Solid Waste Managed. The site access system and the Solid Waste Integrated Management System combine to provide the System with a full accounting of the volume of solid waste managed including a breakdown by the type of waste and class of customer.

Long Term Capacity. The existing infrastructure coupled with System land reservations and long term planning ensure that System capacity will be available well into the 21st century.

Aesthetically Pleasing. The System services offer facilities which are aesthetically pleasing in appearance.
