What's New for 2014

Hillsborough County announced in June that it will join the hallmarks of progressive organizations that value diversity by providing benefits-eligible employees the opportunity to cover their Same-Sex Spouses and Domestic Partners under its health, dental and vision insurance programs. An employee must provide proof of marriage within a State that recognizes same-sex marriages, or who can demonstrate proof of joint residency and financial interdependence for at least six months prior to request for coverage. Children of same-sex spouses and domestic partners are also eligible for coverage, provided the children reside with the employee more than 50 percent of the time. Adding dependents can be done through the Annual Open Enrollment, as a newly hired employee, and when the employee experiences a Qualifying Event, such as marriage or loss/gain of coverage. 

Eligibility:
  • Domestic Partners and Same-Sex Spouses are now eligible for Health, Dental and Vision coverage
  • Children of Same-Sex Spouse and Domestic Partners may also be eligible for coverage
  • Child Life coverage eligibility expanded to date of birth up through age 26

  • Massage Therapy

Dental Coverage:
  • Nearly 200 additional procedures codes covered
  • Additional cleanings
  • Endodontic-Retreatment for root canals
  • General and IV sedation
  • Teeth Whitening/Bleaching
  • Implant Rider

Life Insurance:
  • Lower Supplemental Life Insurance rates
  • Child Life insurance coverage for children ages 19-26 no longer requires full-time student status
  • Extends the child life guaranteed issue, eliminating the approval process when the application is submitted during annual enrollment period
  • Supplemental Insurance maximums for management staff increases to 5 times salary, up to $750,000




County Benefits at a Glance


Health Plan: The County pays towards health insurance premiums for all employees. Employees can select from three health care plan options. Coverage is effective the first of the month following 60 days of employment.  2014 Hillsborough County Benefits Summary Booklet

Cafeteria Benefits Plan: The County provides a monthly benefit of $210 which may be used to offset the purchase of health, dental, life, or vision insurance coverage, invest in deferred compensation, or simply receive as additional income.

Domestic Partner and Same Sex Spouse Benefits: Domestic Partners and Same-Sex Spouses are now eligible for Health, Dental and Vision coverage. In addition, children of domestic partners and same-sex spouses may also be eligible for Health, Dental and Vision coverage.

Deferred Compensation: The County will contribute an amount equivalent to 1% of your salary into a deferred compensation account of your choice. Enrollment is required to receive this benefit. Maximum annual contributions are determined by the most current IRS Guidelines.

Tri-care Supplement: The County sponsors a supplement to the Department of Defense Health Benefit Plan for all retired military personnel who are eligible for TRICARE. This supplement is a gap policy coordinated w/ the TRICARE plan and is completely voluntary. Employee pays the monthly premium. Coverage is effective the first of the month following 60 days of employment.

Mental Health and Substance Abuse: This program provides professional, confidential counseling for employees and family members who are enrolled in the County’s Group Medical Plan.

Employee Assistance Program (EAP): This program provides all employees and family members with professional, confidential counseling sessions. All employees and dependents are afforded up to six (6) free visits per Plan year. Coverage begins on the first day of employment.

Dental Insurance: Employees are eligible to enroll in the dental coverage and choose from four options: High DMO, Low DMO, a network Open Access Plan, and a PPO. Coverage is effective the first of the month following 30 days of employment.

Vision Care: Employees and their dependents are eligible to enroll in the vision coverage. Co-payment coverage includes exams, lens and frame, as well as an allowable contact lens expense. Coverage is effective the first of the month following 30 days of employment.

Flexible Spending Accounts: Employees are eligible to enroll in the County’s Medical and Dependent Care Reimbursement Accounts. These two accounts allow for setting aside eligible out-of-pocket costs and to pay for these expenses on a tax-free basis. In addition, the County also participates in an IRS pre-tax parking plan.

Life Insurance: The County pays the full premium for group term life, accidental death and dismemberment (AD&D) policy. The amount of the term life policy is $20,000. Employees have the option to purchase life insurance for their spouse and dependent children and supplemental life insurance for themselves. Employees can also purchase a County sponsored voluntary AD&D policy. AD&D coverage can also be purchased for dependents. Coverage is effective the first of the month following 30 days of employment.

Short Term Disability: The County pays 100% of the cost of a Short Term Disability Insurance policy that will provide income replacement of 75% of an employee's base pay for 24 weeks after a 14-day waiting period, if disabled as the result of a non-work related illness or injury. Coverage is effective the first of the month following six months of employment.

Long Term Disability: The County pays 100% of the cost of a Long Term Disability Insurance policy that will provide income replacement of 66 2/3% of an employee's base pay after 180 days. Coverage is effective the first of the month following six months of employment.

Retirement Plan Choices: Employees may elect to participate in one of the following retirement plans: 1) Florida Retirement System (FRS) Pension Plan; vested in 8 years, guaranteed lifetime monthly benefit. 2) The FRS Investment Plan; vested in one year, employees manage their own retirement accounts with the State’s contracted provider. Employees contribute an amount equivalent to 3% of their wages to FRS.

Tuition Reimbursement: Employees may be reimbursed up to $1,000 (undergraduate), $2000 (graduate) per fiscal year for classes at an accredited college or university for courses that enhance your ability to perform your current job duties.

Credit Unions: Employees are eligible to join the Florida West Coast Credit Unit (813-643-5572) and authorize payroll deductions to their accounts. In addition, employees who are members of Suncoast Schools Federal Credit Union (813-621-7511), and the Tampa Bay Federal Credit Union (813-247-4414) may authorize payroll deductions to their accounts.

Direct Deposit: Employees are eligible to have their payroll check deposited directly to the financial institution of their choice.

Holidays: Employees receive up to 12 paid holidays per year (96 hours), including two floating holidays, based on the date of hire. This is prorated for those employees regularly scheduled to work 20-39 hours per week.

Annual Leave: The amount of paid annual leave granted varies with the length of service: This is prorated for those employees regularly scheduled to work 20-39 hours per week.

Bereavement Leave: Employees may be granted up to three full working days of paid leave in the event of the death of a member of the immediate family.

Civil Leave: Employees may request leave with pay for an absence to serve jury duty, attend court as a witness under subpoena, vote in an election, or take County Civil Service tests.

Family & Medical Leave: In accordance with the Family & Medical Leave Act of 1993 (FMLA), any eligible employee shall be granted up to 12 weeks of Family & Medical Leave during a 12-month period.

Medical Leave: In case of extended illness or injury, employees may request a medical leave of absence.

Military Leave: Employees duly called may be granted up to 17 paid leave days in any calendar year.

Sick Leave: Employees are eligible to access paid sick leave which is prorated and accrues at the rate of eight days per year. This is prorated for those employees regularly scheduled to work 20-39 hours per week.
