The concept of providing health and social services to low-income residents in a community-based environment has been a trademark of the Department of Health and Social Services, Division of Social Services. The Neighborhood Service Centers (NSC) sites are strategically and conveniently located in five geographic areas throughout the county and have been the heart of the department’s operation. With the authorization of a half-cent sales tax, staff moved into clinic-based sites to accommodate our HealthCare participants.

The centers are guided by advisory boards comprised of neighborhood residents, business leaders and concerned professionals. All are volunteers who not only determine neighborhood needs, but also develop specific strategies to address them. All centers have case managers on-site who determine eligibility for Hillsborough HealthCare and for financial assistance.

They also house and sponsor unique programs that address the health and social needs of neighborhood residents. The Centers provide a meeting place for many civic, youth, neighbor resident organizations and educational, law enforcement, and crime prevention groups as well.

The Division of Social Services partners, collaborates, and coordinates its resources with many private, for-profit and not-for-profit agencies and other government institutions to facilitate client services and stretch service dollars.
