The Housing Rehabilitation Program partner agencies provide loans for income eligible homeowners

There are two programs for income eligible homeowners to get financial help with home repairs:

  • Owner Occupied Housing Rehabilitation (OOHR) Program
  • Special Needs Barrier Removal and Rehabilitation Program, also known as the Special Needs Housing Program

Our Housing Rehabilitation Program provides financial assistance to income eligible homeowners for making needed repairs on owner-occupied homes. Financial assistance is provided in the form of a loan.

Benefits of an OOHR program loan

  • Deferred payment 0% interest loan
  • Portion of the loan is partially forgiven each full year you stay in your house as your principal residence until the end of the term
  • Once the term of your loan has been reached it will be satisfied and your loan forgiven

Am I eligible?

You must meet the following qualifications:

  • Home is in unincorporated Hillsborough County, or the cities of Plant City or Temple Terrace
  • Single-family home
  • Lived on your property for at least two years prior to your application date
  • Can’t have received financial assistance within the last five years from the Affordable Housing department through another program
  • Current on your existing mortgage and property taxes
  • Income eligible – up to 120% Area Median Income (AMI) depending on fund source
  • Household income limits are provided by the US Department of Housing and Urban Development (HUD), State Housing Initiatives Partnership Program (SHIP), and Local HOPE funds, subject to change annually

How to apply for the OOHR program

Centre for Women (CFW)

They provide home repairs for eligible Hillsborough County low and moderate income homeowners. The purpose of this service is to allow families to continue living safely in their own homes and improve the existing housing stock of unincorporated Hillsborough County and the Cities of Plant City and Temple Terrace.

CFW provides home repairs to eligible Hillsborough County citizens that are very low to low income homeowners. The purpose of this service is to allow these seniors to continue living safely in their own homes and to remain independent for as long as possible.

East Tampa Business and Community Development Alliance (ETBCDA)

ETBCDA conducts rehabilitation of existing, and, where necessary, demolition and replacing existing homes allowing homeowners to continue living safely in their own homes.

Rebuilding Together Tampa Bay, Inc. (RTTB) conducts Rehabilitation of existing, and, where necessary, demolition and replacing existing homes of those eligible Hillsborough County Residents that are in need. RTTB intends to preserve and revitalize houses and communities, in the Tampa Bay Area, assuring that low-income homeowners live in warmth, safety and independence.

Special needs housing program

To be eligible for the Special Needs Barrier Removal and Rehabilitation Program as defined according to Section 420.004 of the Florida Statute you must meet one of the following requirements:

  • an adult person requiring independent living services in order to maintain housing or develop independent living skills and who has a disabling condition
  • a young adult formerly in foster care who is eligible for services under s. 409.1451(5)
  • a survivor of domestic violence as defined in s. 741.28
  • a person receiving benefits under the Social Security Disability Insurance (SSDI) program or the Supplemental Security Income (SSI) program or from veterans’ disability benefits

You must also meet all of the following qualifications:

  • Home is in unincorporated Hillsborough County, or the cities of Plant City or Temple Terrace
  • Single-family home
  • Lived on your property for at least two years prior to your application date
  • Can’t have received financial assistance within the last five years from the Affordable Housing department through another program
  • Current on your existing mortgage and property taxes
  • Income eligible – Depending on the funding source, homeowners must meet 80% and below of Area Median Income (AMI) for federal programs or  120% and below AMI  for state programs.
  • Household income limits are provided by the US Department of Housing and Urban Development (HUD) or State Housing Initiatives Partnership Program (SHIP) and subject to change annually.

The Centre for Women (CFW)

CFW provides home repairs for eligible Hillsborough County low and moderate income homeowners. The purpose of this service is to allow families to continue living safely in their own homes and improve the existing housing stock of unincorporated Hillsborough County and the Cities of Plant City and Temple Terrace. CFW provides home repairs to eligible Hillsborough County citizens to low and moderate income homeowners, who are at least 60 years of age.

Owner Occupied Rehabilitation Program is designed to help maintain decent, safe, and affordable housing for Tampa’s low/moderate-income families. The program helps homeowners who are financially unable to make the necessary repairs such as handicapped accessibility improvements (ramps, widening doorways, countertops, bathroom modifications, etc.).

Self-Reliance -Rehabilitation and Barrier Removal

The purpose of the housing modification service is to allow eligible Hillsborough County homeowners to continue living safely in their own homes and remain independent for as long as possible. Conducting modifications to the homes contributes to the preservation of Hillsborough County's housing stock.
