Maximize Contracting Opportunities for Your Business

Apply for no-cost program by March 23 to unlock resources

The Small Contractor Development Program is a no-cost four-week course designed to increase the participation of small and minority businesses in Hillsborough County procurement and contracting activities. Attendees will get a comprehensive overview of construction bonding, estimating and bidding, claims and dispute resolution, business accounting, and legal questions.

By completing the program, participating business owners and operators will gain:

  • Practical information for operating in a competitive marketplace
  • Greater opportunities to participate in specific Small Business Enterprise (SBE) set-aside projects of up to $500,000
  • Access to surety bond assistance
  • Eight hours of qualifying business education training to meet SBE re-registration requirements

Hillsborough County Economic Development will host the spring 2018 program session over consecutive Saturdays starting in mid-April. All classes will take place between 10 a.m. and 2:30 p.m. in Seminole Heights.

Completed applications for the Small Contractor Development Program must be received before close of business on March 23. Space is limited and acceptance into the program is not guaranteed. Firms not currently certified or registered with Hillsborough County may apply, but to participate they must also be willing to submit a separate application to either Hillsborough County's Minority Business Program or the Small Business Program.

Applications and more information are available through the Minority & Disadvantaged Business Development online portal, under Outreach, or by contacting Theresa Kempa at or (813) 276-2729.
