MISSION STATEMENT
The Professional Responsibility Section (PRS) strives to ensure the integrity and ethical
standards of Hillsborough County employees under the jurisdiction of the County Administrator.
PRS is a neutral fact-finding investigative office. The purpose of a PRS investigation is to
develop information which is sufficient to support a finding that the allegations are
"sustained" or "not sustained."
SERVICES
PRS will conduct investigations into allegations of employee misconduct that are outside the
purview of Human Resources. These allegations may relate to conduct that is unethical, criminal
or discriminatory in nature, including alleged violations of Hillsborough County's Code of
Ethics, Hillsborough County's policies prohibiting discrimination and harassment,
Section 112.3187 of the FSS, as well as other local, state and federal laws. The PRS may also
be assigned to review and/or investigate other specific matters as directed by the Deputy
County Administrator (DCA). It is not the purpose of PRS to replace the authority or
responsibility of any supervisor, manager, or Human Resources in resolving routine internal
employee complaints or misconduct issues. Employees, working with their supervisors, shall
attempt to resolve routine internal complaints at the lowest management level possible.
However, if the scope or complexity of a complaint is beyond the capability of a department,
the Deputy County Administrator may direct PRS to conduct the investigation.
