Tom Papin has joined the Management Team at Hillsborough County, Children's Services in January of 2005. Tom comes to the Team after years of working in the human services systems in the county administered States of Minnesota and Colorado as a County Human Services Administrator.

Tom has experience and background in working in residential treatment centers, correctional facilities, school social work, and most recently in the Minnesota system as a Hospital Administrator for a 100-bed hospital and 35-bed nursing home, which were county operated. Tom is a strong believer in private/public partnerships and feels that children and families can best be served by all agencies working in a collaborative and coordinated fashion. He is pleased to be on the Management Team in Hillsborough County that is working hard at making Hillsborough County the best County in the Nation.

Tom has served as President of the National Association of Human Services Administrators, President of the Colorado Social Services Directors Association, Minnesota Social Services Directors Association, and Mesa County Early Childhood Coalition. He is also a member of the Child Welfare League of America Mental Health Advisory Committee.
