The Community Development Block Grant (CDBG) program enables local governments to undertake a wide range of activities to meet the following goals:
- create suitable living environments;
- provide decent affordable housing; and,
- create economic opportunities.
The primary beneficiaries of CDBG activities are intended to be persons of low and moderate income. Hillsborough County has been allocated an additional $1,607,994 in CDBG funds for Fiscal Year 2009 to pursue these goals through the American Recovery and Reinvestment Act of 2009 (Recovery Act),
Funding available under the Recovery Act has clear purposes:
- to stimulate the economy through measures that modernize the Nation’s infrastructure;
- to improve energy efficiency; and,
- to expand educational opportunities and access to health care.
HUD strongly urges the use of CDBG-R funds for two categories of projects:
- infrastructure activities, especially those with hard development costs that provide basic services to residents; or,
- activities that promote energy efficiency and conservation through rehabilitation or retrofitting of existing buildings.
While the full range of CDBG activities is available to grantees, the U.S. Department of Housing and Urban Development (HUD) strongly suggests that grantees incorporate consideration of the public perception of the intent of the Recovery Act in identifying and selecting projects for CDBG-R funding.
The Affordable Housing Department (AHD) was required to prepare a Substantial Amendment to the Annual Action Plan to receive these funds. The amendment to the Annual Action Plan was submitted to HUD on June 4, 2009. A link to the Substantial Amendment follows:
The Affordable Housing Department is proposing to amend the CDBG-R Action Plan Amendment. The proposed substantial amendment will be available for public comment and review from August 19 - October 7, 2009. A public hearing will be held at the Frederick B. Karl County Center (601 E. Kennedy Blvd, 2nd Floor Boardroom) at 2:00 p.m. on October 7, 2009. A copy of the proposed substantial amendment is provided below.
